    "content": " Hon. Temporary Speaker, I have heard the concerns of Members. It is important that I offer some information and clarification. The monthly fine referred to in subsection (1)(a)(ii) shall be determined as follows— 1. The mandatory fine shall be equal to two times the amount of the benefit or loss described in subsection (1) (a) and (ii); 2. if the conduct that constituted the offence resulted in both a benefit and loss described in subsection (1) (a) (ii), the mandatory fine shall be equal to two times the sum of the amount of benefit, and the amount of the loss."
