    "content": "(c) Upgrading of any police establishment is guided by current and anticipated future crime trend, availability of the requisite infrastructure, and most importantly, the District Security Committee (DSC) must sit and recommend the upgrading of the police patrol base. We have no objection whatsoever to the upgrading of Emali Police Patrol Base. We are eagerly awaiting the recommendation from the DSC. Consequently, all these factors will be considered with a view to determining whether there will be need for upgrading the patrol base."
