    "content": "Kaluma’s amendments are looking at very high-level moral issue that we cannot avoid. When you look at the management in the Bill as it is, we need what is in the Bill now. We need a framework. Whether it altruistic or something else, we still need that framework. Again, I am wondering how we will handle it. The Chair’s amendments bring exactly what Hon. Kaluma says prohibits commercial surrogacy, which I also agree with. In a way, I agree with all of Hon. Kaluma’s amendments except the deletion he is coming with. We should just add it on top."
