    "content": "I add, beyond that rationale, that if we pass a law such as this one, we need to remember the position the Attorney-General took during public participation. They are waiting to come up with a public policy on the matter. My fear is that if we send it back to the Cabinet Secretary with the position the Government has already taken, we will have an Act of Parliament for which there will be no framework even in terms of that proposed directorate. With the position they have taken, they will hesitate to establish it. For cleanliness, let us make a law that will enable the provision of services to Kenyans who cannot naturally conceive and deliver without creating directorates to do things for which we already have statutory bodies duly established and properly run.
