    "content": " Mr. Speaker, Sir, I beg to reply. Emuhaya District is one of the newly created districts. Whereas the Judiciary appreciates that Emuhaya District is vast and has a population of about 300,000 people, they will be considered together with other needy areas when funds are made available. Financial constraints on the development of courts do not allow the Judiciary to commence the planning of a court facility in Emuhaya District at the moment."
