    "content": " I beg to move: THAT, Clause 23 of the Bill be amended— (a) by deleting subclause (2) and substituting therefor the following new subclause— “(2) A county government may impose levies and fees as may be necessary for the registration and issuance of licences in accordance with the respective county legislation and such standards as may be prescribed by the Cabinet Secretary under this Act.” (b) by deleting subclause (3) and substituting therefor the following new subclause— “(3) The Cabinet Secretary shall, in consultation with the Board and the respective county government, prescribe standards and guidelines for the setting of levies and fees by the county government under subsection (2).”"
