Temporary Chairlady, I beg to move: THAT, Clause 25 of the Bill be amended— (a) In sub-clause (2), by deleting the words “county executive committee member” and substituting therefor the words “county government.” (b) By inserting the following new sub-clause immediately after sub- clause (3)— “(4) A county government shall maintain the necessary statistical information with respect to the coffee sector and avail such information to the Board where necessary for proper planning.” Hon. Temporary Chairlady, as the Chairman has put it, instead of using County Executive Committee Member, we should use the licensing authority which is the county government as provided for in Clause 2. This is so as we remove the discretion of having the County Executive Member making that decision. That is an amendment to sub-clause 3. Thank you."
