    "content": "THAT, Clause 39 of the Bill be amended— (a) by deleting subclause (1); (b) in subclause (2), by deleting the words “county executive member” and substituting therefor the words “county government”. The essence of this amendment is to delete the functions that fall under the Institute and market its functions under subclause (2), so as to ensure that the Bill, being a national legislation, emphasises on the county government and not county executive member. We are aligning the national Government with the county government instead of county executive member."
