"content": "The import of this amendment is to ensure that the Board collaborates with the licensing authorities in the enforcement of industry standards for quality assurance. It also provides for the Board to develop a curriculum for coffee liquorers, in consultation with the Kenya Institute of Curriculum Development, which is the body mandated to develop curricula for institutions of higher learning in the country, together with accredited universities. The proposed amendment also seeks to put emphasis to the county governments and not the county executive committees to ensure that sampling is carried out for the purpose of ascertaining the maximum permissible residual pesticide levels to confirm compliance with the set standards, and not just to ascertain the pesticide residual level. The pesticide residual level is not the same as the maximum residual level. The idea is to determine the maximum residual level, which is the allowable level that should remain. That is what the Bill has prescribed. Additionally, we are providing for the Board to undertake compliance and surveillance in collaboration with the licensing authorities."
