    "content": " This issue went for mediation. It is important that whenever we allocate money to counties, we understand very well what the money will do. I propose that we do what we did with the Sugar Bill. Instead of 10 per cent going to counties, we can ring-fence it at the Coffee Board of Kenya to use it to develop those areas, whether infrastructure or any other development. We retain it like we did with the Sugar Bill, and then the percentum can go up. Thank you."
