    "content": "The Members appointed through Farmers Association and the rest need to at least hold a post-secondary education certificate. They will be joining the Board of the research and training institute. For them to understand their mandate and contribute positively, there are some basic minimum education qualifications I am calling for. The Bill, as it is, only prescribes qualifications for the Chairman and has left the rest of the members without any minimum education qualifications. That is why I am asking the House to approve that we set some minimum education standards, that is, post-secondary education certificates. Thank you."
