Picking up from the last point and looking at Kenya Medical Research Institute (KEMRI), Kenya Institute for Public Policy Research and Analysis (KIPPRA) and the rest, most of the employees are PhD holders. If you have a CEO who is less educated than his employees, it will not work. For a research institute, let us maintain this particular amendment."
