    "content": " Thank you, Hon. Temporary Chairlady. I agree with Hon. Mwenje, although I want to inform him that we have several PhD holders from Murang'a. That is not a reason for us not to have a person holding a PhD. But for equity, we can say a PhD can be an added advantage, so we leave it, probably, at the masters level. If you have a PhD, it is an added advantage. This is so that we open it up. This is not a job that is reserved for a few clique who will create their own position. Thank you, Hon.
