    "content": "We have many PhD holders who have no meaning before undergraduate degree holders. The Deputy Speaker here taught me. She is top-class. We know people who are doing far better. In fact, some people spend all their time in universities studying for the job they should do. Because we are not debating at this stage, we should either remove this PhD holding requirement in sub-clause (b) or kill the entire Clause. Thank you."
