    "content": "We want to equate the offence with the penalty. Regarding the initial one, I can read Clause 94(2)(b): \"In furnishing such information, if a person makes a statement which they know to be false, they commit an offence and shall be liable, on conviction, to a fine not exceeding Ksh50,000.\" Here, we are proposing Ksh50,000 or imprisonment not exceeding six months. So, we have proposed six months instead of three months."
