Is imprisonment or a fine sufficient to remedy the failure to supply information? If someone declines to give the Board or the institute extremely important information, they are just punished with a paltry Ksh50,000 or a mere six months in jail. The offence has long- term repercussions on the development of the coffee industry. We need to consider it now that we have an opening to do so."
