    "content": " Hon. Temporary Chairlady, I would like to read the provision for the record of the House. Clause 95(1) reads as follows: Pursuant to Article 24 of the Constitution, the right to access to information under Article 35 of the Constitution shall be limited with respect to information whose disclosure is, in the opinion of the Council, likely to prejudice the integrity of research or of any intellectual property. Integrity of research is the main issue here. It is about leakage of any information in a research process. Research is not a one-day affair. We are talking about production of new coffee varieties. If you are in the process of producing a new variety and the information is released before the release of the variety itself, you go back to zero. That is important and we need to safeguard it. So the penalty provided in the Bill is not sufficient. That is why the Committee thought we need to enhance the penalty to protect the institution."
