    "content": " Hon. Temporary Chairlady, I beg to move that the New Clause 1A be now read a Second Time. The justification of this clause is that there is need to increase the timeline for submission of the County Fiscal Strategy Paper to county assemblies. The amendment of the Public Finance Management Act of 2012 is quite paramount to increase the period for consideration of the Budget Policy Statement from 14 days to 21 days. It is very necessary because it allows a comprehensive scrutiny of proposals contained in the statute. The timeline was 14 days. It was not sufficient to scrutinise the Budget Policy Statement. This new clause is to, at least, extend the timeline by another seven days so that the whole Budget Policy Statement is scrutinised well and re-looked comprehensively towards a justifiable end.
