    "content": " It seems as though the amendment to Clause 27 is already catered for in the principal Act, therefore, I do not understand what we are correcting. The amendment seeks to remove the words “not less than” and replace them with the words “not exceeding”. However, Section 177(1)(a) of the principal Act, which is being amended, already has the words “not exceeding”. Therefore, I am not sure what we did there."
