"content": " Mr. Speaker, Sir, I rise to support this Motion because I believe that there has to be continuity. Before we have reforms, we must deal with the existing institutions. We have been talking about corruption for a long time. Indeed, the CEO of KACC did say corruption is a vice that fights back. It is a dragon that has many heads. We must fight it from all fronts to give Kenyans value for their taxes. It is true that we have been talking about reforms in our judicial system, Executive and Parliament. However, essentially, until such a time when we put in place institutions that are running, we cannot afford to run down the institutions we have today because we may cause a situation of anarchy."
