"content": "Mr. Temporary Deputy Speaker, Sir, I would like to confirm that the sentiments heard in the House were very clearly shared in the Committee. The Committee is of a strong view that the KACC has not done a job worth writing home about. That, we must state very clearly. There are very serious structural problems as far as the work of the KACC is concerned, including the prosecutorial functions that they usually hand-over to the Attorney-General. Let me also confirm that in selecting the names for the Advisory Board, the Department Committee on Administration of Justice and Legal Affairs shortlisted nine names and all of them were new. So, every individual serving on the Board currently has been replaced as far as our proposal is concerned. Change is not only about individuals. The institution ought to change as a whole. In the absence of information to deny the two individuals a chance, we were convinced that they should go forward."
