One challenge I have seen when doing public participation, and I am speaking from experience, is that laws are drafted in a complex way and most Kenyans do not understand them. That is why I am taking time to explain the Bill. We cannot just say it is good because it will support start-ups. Kenyans will ask us to show them where the Bill says it will support the start-ups."
