    "content": "THAT, Clause 30 of the Bill be amended— (a) by renumbering the clause as sub-clause (1); (b) by inserting the following new sub-clause immediately after sub- clause (1)— (2) A person may apply to the Commissioner for exemption of the requirements under sub-section (1). (3) The Cabinet Secretary may make regulations generally for the better carrying into effect the provisions under sub-section (2)."
