    "content": " They are engaged in some banter as Members from Kiambu. Hon. Wamuchomba, the National Co-operatives Policy we passed in the last Parliament was to address the fears you are raising. There used to be briefcase promoters of co-operative societies, who would register gullible members. The principle of co-operatives is people with a common bond and a democratic right to vote whoever they want. We are saying that someone can apply for exemption. However, that exemption is going to be guided by the regulations. The Member can look at the amendment under Clause 30(3) that clearly explains that regulations will set out procedures where the exemption can be granted or denied.
