    "content": "Mr. Speaker, Sir, according to the Chief’s Act, it is the responsibility of the chiefs to monitor stock theft and cattle rustling in their areas of jurisdiction. There were a number of incidences where cattle were crossing from the neighbouring district of Borabu in Kisii into Sotik. There was also suspicion that the chiefs were probably part of it because they were not taking any action. On further investigation, the real culprits were found and the officers were cleared of lack of accountability on their part."
