    "content": "I like Clause 3 because if there is an amnesty, it is on interests so that, at least, the principal is still paid. In Clause 4, tax relief is given where it is found that there is doubt on the tax. More often even in court if there is doubt, it goes to the accused. Therefore, in this case, let this doubt and difficulty benefit the tax payer. For that we have to put a framework in place for that. That is what this Bill is doing."
