    "content": "that this investor is now being asked to pay off their debt. Clause 5 provides for a 10 per cent penalty on interest related to withholding tax. I agree with this provision. However, the Committee should clarify whether the 10 per cent penalty is applied monthly or until the tax is paid. Moreover, while the provision for overpaid taxes is beneficial, we need to understand how it will be time-bound. With those few remarks, I thank you, Hon. Deputy Speaker. I will be proposing amendments to this Bill."
