    "content": "Madam Temporary Deputy Speaker, it is in public domain, and within the domain of this Parliament, that we had a hitch in the Supplementary Estimates and, therefore, no disbursement could have been carried out until the Supplementary Estimates were passed in this House, and receive Presidential assent. Consequently, the IFMIS was closed down because of non-availability of funds for the Government, or Government departments, including my Ministry, to utilize. However, I am pleased to note and announce to this House that since the IFMIS was opened on Sunday night, between Monday and today, my Ministry has been very actively disbursing these funds"
