    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Health regarding the delayed transition of staff of the National Health Insurance Fund (NHIF), to the Social Health Authority, (SHA). Mr. Speaker, Sir, despite the provisions in the Social Health Insurance Act, 2023 regarding the transition of NHIF staff to SHA, the Board of Social Health Authority has not yet advertised any positions for appointment or communicated the way forward to the NHIF staff. I therefore request the Committee to- (1) Provide reasons for the delayed transition of NHIF staff to SHA, stating whether a staff establishment and the terms and conditions of service in the Authority have been approved, and if so, disclose details of the same. (2) Indicate when SHA will advertise the recruitment of persons to positions within the Authority, outlining safeguards put in place to ensure the NHIF staff are given priority as required by the Social Health Insurance Act, 2023. (3) Provide details of the framework for optional retirement and redeployment of NHIF staff within the public service, stating whether information on the framework has been availed to NHIF staff to enable them to make informed decisions.
