    "content": "performance of the Nairobi Expressway, given that recently there has been conflicting information as to how the expressway has been doing. This is a key infrastructure project commissioned in 2022 under the Public Private Partnership (PPP) model. The National Expressway is operated by the China Road and Bridge Corporation Company under a 27-concession agreement, which was envisioned as a financially sustainable solution so that we could decongest Nairobi, enhance urban mobility, contribute to Kenya's economic growth and make sure that the city is decongested. Mr. Speaker, Sir, however, recent financial reports suggest concerning trends that warrant further scrutiny. I would want the committee to- (1) Provide a report on the financial performance of the expressway since its inception, including a comparison of the projected versus actual outcome; (2) outline mitigating strategies to address the operational inefficiencies, optimize toll revenue, and the management of the loan repayment costs effectively; (3) evaluate the efficacy of the PPP model in delivering value for money in this project, given the reality of what has happened with the Adani debacle; and recommend the necessary policy adjustments to improve future infrastructure investments in our country; (4) assess the broader economic impact of toll-based infrastructure on citizens and propose measures to balance affordability with financial sustainability; and, finally, (5) propose actionable solutions to ensure the long-term operational viability of the expressway without overburdening taxpayers, or compromising service quality including whether this expressway can be extended to go all the way to Thika Highway, all the way to Ongata Rongai and other places within the outlying areas of Nairobi city."
