    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53 (1) to seek a Statement from the Standing Committee on Roads, Transport and Housing regarding the routine maintenance of the Hindi-Kibaoni road in Lamu County. In the Statement, the Committee should- (1) Provide a detailed breakdown on the Kshs9,424,292.40 allocated for the Hindi-Kibaoni Road projects in the financial year 2023/2024, including breakdown of activities undertaken such as bush clearing along both sides of the road, grading services and associate costs. (2) Avail supportive documentation, including contracts, invoices and progress report to verify how funds were utilized on the Hindi-Kibaoni Road. (3) Provide details of the tendering process for the road project, including the name of the awarded contracts and the terms of contracts. (4) Explain the need assessment criteria used by the County Government of Lamu to inform the opening of the rehabilitation of the Hindi-Kibaoni road, clarifying whether any feasibility studies or cost benefits analysis were conducted before authorising the expenditure, especially considering the road's dilapidated state. (5) State measures taken by the County Government to ensure that expenditures on the road projects like the Hindi-Kibaoni road deliver value for money, noting the road's dilapidated state and the potential needs for the existing extensive rehabilitation. (6) State whether the County Government of Lamu conducted any audit or review of the project to assess its cost efficiency and effectiveness. If so, avail the results for the public scrutiny.
