"content": "We considered the 4 per cent inflation cost that is there currently. That is how we agreed on the figures. Since we are looking forward to having the law that is going to give county assemblies the independence to run their affairs, due to austerity measures, they should cut especially travel costs that are not necessary when it comes to issues of capacity building. They should fit within the budgets that have been allocated to them."
