    "content": "As Members have said, the most important thing is how the Bill will be implemented once it is passed. I will give you the example of a previous Bill which took about five years to be implemented. The access law drove its implementation. Access is important. People should not make assumptions. How do you think persons with disabilities travel? How can they use public transport? Even the roads that are constructed do not take them into consideration. People who make public transport vehicles do not consider that persons with disabilities will use them."
