I imagine a mother in the village who has no economic activity or way of earning a living, but she is supposed to feed and take care of the welfare of a severely disabled child. We shall address the nitty-gritty in this Bill. It is 20 years down the line, when the principal Act is being repealed. It may take another 20 years to look at this Bill again. Let us tighten the noose at the tip, so that we do not leave out anything that will benefit this category of Kenyans."
