    "content": " Thank you, Hon. Speaker. This outcry is real, more so in public schools. What is very critical is the timing. The timing was wrong because most of these public schools have been supported by the National Government Constituencies Development Fund (NG-CDF). And even when we look at the budgeting cycle, there is no way anybody would have factored that expenditure into the budget three months ago or today. I hope this could be suspended up to the next budget cycle and more so for public schools. Why am I saying this? I have one school in my constituency which has been affected. The challenge is that the school already has pupils but has been told they cannot report in January. Hon. Farah said some of them had travelled a long distance to reach the schools. We are asking the Ministry to suspend this decision for some time so that we can factor the expenditure into the budget to prove the situation. Thank you."
