    "content": "First, I have been waiting for quality assurance officers to come and evaluate all boarding schools in my constituency. They have not come up to now. One reason why they have not come is because the Ministry has not facilitated them to do so. That means that the directive to evaluate all schools will not be implemented because of lack of uniformity and mobility, where the officers are not provided with transport. The directives being issued are not being implemented because of those reasons."
