    "content": "Allow me to repeat that the New Clause 16A is being inserted on Section 5 of the VAT. It is coming to cure a serious problem in our economy, where if you are a supplier of goods and services and you have raised an invoice, on the 20th of every month you are supposed to file a return to the KRA. At the end of the month, you should pay the VAT whether you have been paid or not, as long as you have filed the returns and demonstrated that you have raised the invoice. This Clause is coming to cure that issue.
