    "content": "To this end and in respect of the revenue shortfall to be borne by the county governments, on 10th July, 2024, His Excellency the President referred back the County Allocation of Revenue Bill 2024 to the Senate for consideration pursuant to Article 115 of the Constitution. The President’s Memorandum proposed that the equitable share of revenue of the Financial Year 2024/2025 be reduced by Ksh20 billion from Ksh400 billion as allocated by the Division of Revenue Act 2024 to Ksh320 billion."
