    "content": " Thank you, Hon. Temporary Speaker. As a House, we do not do things in vain. I am wondering about all those Papers that have been laid. When do we get time to look at them? Two weeks ago, a non-Kenyan asked me if this is merely for cosmetic purposes or we look at them. We are always laying reports. Maybe we need to relook at what comes to Parliament.
