    "content": " I think we need to be very clear. Innovation is not innovation for the sake of it. Whoever is innovating as a start-up intends to commercialise, intends to make a living and economic gain from the innovation and that is why we concurred with the State department's thinking that if we just left it in one office, which only registers innovation, how do you commercialise that innovation? How? Because the purpose of innovating is to make money and to make a livelihood. So, that is why we have expanded the Bill from the way it came from the Senate to look at actualisation of the innovation. It is just like an architect. An architect designs but, if there is no builder, it is just a basic design."
