That is why we really need to look at why counties have a lot of problems in terms of service delivery. It is because of the wage bill, something that do not affect the NG- CDF. It is only the seven-member Committee that is formed and that is entitled to allowances, but with a maximum number of meetings to hold. We want to call upon the Senate or whoever is in charge of the counties... The wage bill from the community village administrator, ward administrator, sub-chief, chief officers is consuming about 60-70 per cent of the entire budget.
