Someone might start something new and as stated in 27A(1)(a), they might want to use unique machinery which is not in the tax schedule. So, they will need to negotiate. Also, as stated in 27A(1)(b), the whole idea of starting something new is doing research. So, a research grant is needed more than a loan."
