    "content": " Hon. Temporary Chairlady, every law should not be made in vain. In proper drafting, every law should have a penalty clause. The initial Bill missed out on that. Therefore, the introduction of the penalty clause in this Bill is very important. Regulations that will follow thereafter will also cross-refer to the penalties.
