    "content": " Thank you, Hon. Temporary Chairlady. I would like to bring to the attention of the country that there could be misconception on the understanding of the term start-up. Under Clause 2, it is clearly defined. Allow me to read to those listening and watching all over the country that start-up means ‘a registered enterprise, legally recognised under the laws of Kenya, which has been in existence for a period of not more than 10 years with a strong growth potential, incremental innovation or disruptive business model. Kenyans must be clear on this. All that we are saying is that we will not treat things normally but abnormally. That is why we are talking about innovation and disruptive business model.
