    "content": " Hon. Temporary Chairperson, I beg to move: THAT, the Bill be amended by inserting the following new clause immediately after Clause 66— Begging and 66A. A person who causes, procures, encourages or solicits a receiving alms. child or an adult with disabilities to engage in begging or receiving alms commits an offence and shall be liable, on conviction, to a fine not exceeding two million shillings or imprisonment for a term not exceeding two years, or to both."
