    "content": "Further, police officers are empowered by the law to arrest without a warrant, any person who commits a cognizable offence and all offences under the Traffic Act, Cap.403. The Transport Licensing Act, Cap.404 and the Insurance of Motor Vehicle Third Party Risk Act, Cap.405, Laws of Kenya are all cognizable to the police. Therefore, any police officer may stop any traffic offender and take the necessary action. We are, however, not aware of a non-traffic officer who arrests and intimidates people to extort bribes in Nairobi. Such officers will be identified and dealt with according to the law."
