Mrs. Odhiambo-Mabona, your address to the House on this matter on a point of order would seem to be fine but there are certain aspects of what you have uttered which are not palatable. They are not even parliamentary. Every Member of Parliament, before they even go to contest an election, sits a literacy test in English and Swahili. Now, for you to stand on the Floor of the House and say that “some of us are prepared to educate them”, who do you want to educate when these Members of Parliament are qualified?"
