    "content": "2025, and pursuant to the provisions of Articles 152(2) of the Constitution and sections 3 and 8 of the Public Appointments Parliamentary Approval Act (Cap. 7F), this House approves the appointment of the following persons as cabinet secretaries— 1. Hon. Mutahi Kagwe, EGH as the Cabinet Secretary in the Ministry of Agriculture and Livestock Development. 2. Hon. William Kabogo as the Cabinet Secretary in the Ministry of Information, Communications and Digital Economy. 3. Hon. Lee Kinyanjui as the Cabinet Secretary in the Ministry of Investments, Trade and Industry. Hon. Speaker, allow me to take this opportunity to thank you as the Chairman of the Committee on Appointments and all the 20 members of the Committee who took time during the recess to vet these three nominees. I also thank all Members of this House who have heeded the call for a special sitting today to approve nominees to SRC, Public Service Commission and ambassadors designated to serve our country in different stations around the world and to approve these three Cabinet Secretaries to serve in the said Ministries. Kenyans watched as we vetted these Cabinet nominees. They are not new to the Public Service. Hon. Mutahi Kagwe has been a Cabinet Secretary from the Kibaki time when he served as Minister for two years in what was then referred to as the Ministry of Information and Communications. He then served as the Cabinet Secretary for Health at a very challenging time during the Covid-19 outbreak. Many Kenyans will remember him as a COVID-era Cabinet Secretary. He cut his niche, especially with his very good communication skills and for always updating the country on the status of the pandemic. I remember whenever my daughter, who was then only two years old, saw either the former Cabinet Secretary Mutahi Kagwe or the then Chief Administrative Secretary Dr Mercy Mwangangi, she would tell me, \"Covid.\" In my House, Mutahi Kagwe was christened the Covid minister. He did a splendid job during that time. I am glad that some of the issues that bedevilled his term, like the Covid billionaires scandal, were brought up during the vetting process, and he sufficiently answered all of them. Hon. William Kabogo Gitau was the first Governor of Kiambu County and Hon. Lee Kinyanjui was the second Governor of Nakuru County. As much as these two gentlemen never made it back to serve their second terms, there are things you could see during their terms as governors. In Kiambu County, where I come from, I had run-ins with Hon. Kabogo when he was the Governor. It was nothing personal but all in the course of the business of politics. Of all the governors who have served Kiambu County, Hon. William Gitau Kabogo ranks number one in terms of performance. The second is former Governor Nyoro. I cannot begin to rank the current governor and former Governor Waititu. Hon. Lee Kinyanjui midwifed…"
