    "content": " Thank you, Hon. Deputy Speaker. I support the Motion to reject all the amendments by the Senate because it has overstepped its mandate as per the Constitution. Under Article 96 of the Constitution, the Senate is supposed to protect the interests of the counties. It follows that it should also oversee matters that relate to the counties. Sometimes I find it very contradictory that the National Assembly, which has the mandate to oversee the operations and functions of the national Government under the ministries, has parallel committees with the Senate, which might come up with different conclusions or outcomes. The Senate should not provoke the National Assembly and invite us to discuss such matters. We are all Members of Parliament. Our roles are specified in the Constitution. The Senate should do its work and so should the National Assembly. It is also very clear that the Senate cannot initiate Money Bills. I do not need to belabour the point, but this House needs to make a decision in conjunction with the Senate, so that we can clearly define our mandates and avoid overlapping roles. Thank you, Hon. Deputy Speaker, for the opportunity. I support the Motion."
