    "content": " Thank you. The East African Treaty provides for peaceful settlement of conflicts between partner states. If there is a dispute between any Members of the East African Community, there are right forums for members to resolve that dispute. The Dispute over Migingo is already being resolved. The Presidents of the two countries met twice and agreed on the way to resolve the matter. It would be in very bad taste to bring that matter to this August House to debate it when it is already being resolved. If we are to pass this Motion, we will be sending a very bad message. We would be jeopardizing the peaceful co-existence between Kenya and Uganda."
